B. Amir, met with Prime Minister of the Republic of Kazakhstan

At the meeting, the state support measures for orphans and children left without parental care for education, employment, housing and social benefits were discussed.

The Prime Minister noted that the country has created the necessary conditions and opportunities aimed at supporting young people. There are 137 institutions in Kazakhstan for orphans and children left without parental care. Over the past 5 years, the number of orphanages has declined by 51, the number of pupils has almost halved. At the same time, there is a positive impact from the financial aid to the children of all family organization forms (10 MCI per child per month) and the introduction of host and guest families.

In his turn, Batyr Amir voiced questions of removing restrictions on the placement of orphans and children left without parental care in the queue for housing, providing meals for students from among orphaned children under 25, providing the rights of orphans to study in intellectual schools to improve the quality of knowledge (the opening of free courses in orphanages for in-depth study of IT, the English language at schools), as well as the employment of graduates of orphanages.

Minister of Education and Science Yerlan Sagadiyev and Vice Minister of Labor and Social Protection of the Population Nariman Mukushev made comments on the issues raised during the discussion.

Summing up the meeting, the Prime Minister Bakytzhan Sagintayev instructed the responsible state bodies to thoroughly work out the proposals voiced and to keep the issues of support for orphans and children left without parental care in control.

The following types of social support are provided to orphans: 1% of the quota for state orders for admission to universities and colleges, for the period of education — free accommodation, meals, uniforms, medical care, provision of textbooks, increased scholarship, and the priority right to housing , survivor benefits, quotas for jobs for employment.

Within the framework of the State Educational Accumulation System, 7,779 inmates of orphanages open state educational deposits on average from 600,000 tenge to 2.5 million tenge, which enable graduates of orphanages to receive education on a paid basis, to open their own business.
