In Kazakhstan, there is a negative trend towards a decrease in the quality of education, as evidenced by the results of national and international assessments of the educational achievements of students in different years. There are obvious differences in the quality of knowledge of younger schoolchildren in the context of regions, types of schools, subjects, language of instruction. The problem of the research is determined by the need to develop approaches to the national monitoring research, which will allow making decisions to improve the educational process.
The idea of the project proposal is the conceptual substantiation of monitoring the educational achievements of primary school students as a procedure designed to provide methodological support to educational organizations; development of scientific and methodological support; studying the experience of Finland, Singapore, Estonia as leading countries according to the results of international comparative studies (TIMSS, PIRLS, PISA).
